The Joint Theater Level Simulation © (JTLS ®) is an interactive, multi-sided decision support system that includes algorithms used to simulate joint and coalition forces (civilian as well as military) in a complete air, land, and ocean environment. JTLS consists of six major programs and numerous minor support programs that efficiently interoperate to prepare the scenario, run the game, produce reports and analyze the results. Designed as a tool for use in the development and analysis of operational and crisis management plans, JTLS is theater-independent, doctrine neutral, and does not require programming knowledge to be used effectively. The Simulation can operate on a single computer as small as a laptop or on multiple computers, either at a single or at multiple distributed locations. JTLS is fully web enabled.
Model features include extensive algorithmic array to calculate attrition, damage, resource allocation (civilian and military, air, ground and naval resources), logistics functions, intelligence and special operations. JTLS supports scenario database preparation and verification; entering orders; and obtaining situational information from graphical displays, messages, and status boards. The model includes limited nuclear and chemical effects, low intensity conflict, psychological and pre-conflict operations. A maximum of ten sides, civilian, combatant and non-combatant forces can be represented in JTLS. Side relationships are asymmetric and can be changed during game play. Each side can be divided into an unlimited number of factions. A faction’s side allegiance is dynamically changeable during game play. Side names, faction names, and the color used to display the forces belonging to a side are user-configurable via the database.
All JTLS processes are doctrine-neutral for maximum flexibility. The user-configurable database defines units and unit sizes, combat systems, supply categories, and the militarily significant targets. The high resolution target systems complement the aggregated unit structure. Units are represented at either an aggregate or high level of resolution. The database can be developed to represent, within the aggregated unit structure, the requisite detail for systems of interest. JTLS is ideally suited for organizational studies, research and training in the areas of homeland defense, contingency planning, operational and business plan testing, interoperability and coalition management. It is HLA compliant and is used in several federations.
